Nurturing our youth the Barisan Nasional way for a better future for Malaysia


11. NURTURING OUR YOUTH

Our youth today make up two thirds of the population and their voices cannot and must not be ignored. We will continue to provide the platform for our youth to showcase their talents and thoughts, articulate their dreams and desires, to fulfill their wishes and aspirations, and to create Global and Regional Champions.

In the next FIVE years, we commit to:

- Providing funding, training and incentives for youth-centric commercial ventures;

- Providing commercial space within shopping complexes one day in every month for youths to exhibit & market their creative products & services;

- Establishing incubators to nurture quality leadership and creativity;

- Creating a more resilient youth through active volunteerism in 1M4U;

- Providing more free WIFI hotspots, with particular emphasis on rural and semi-urban areas;

- Producing more high performance athletes at regional and international levels & promoting a more healthy lifestyle;

- Revisiting laws pertaining to entertainment for the promotion of performing arts & culture.

Thus far, we have:

- Set up a New Entrepreneur Foundation (NEF) for ICT initiatives with an allocation of RM50 million;

- Set up a RM200 million Strategic Action for Youth (SAY 1Malaysia) Fund to provide skills training for youth who have fallen out of the mainstream of development;

- Allocated RM50 million to prepare our young sportsmen and sportswomen to compete in international sporting meets;

- Introduced a RM200 million MyCreative Venture Capital fund to harvest new and innovative ideas;

- Established the RM130 million Dre1M fund to support volunteer activities amongst the youth.

GE13: BN pledges to address the people’s concerns over national issues



KUALA LUMPUR: Barisan Nasional has pledged to address Malaysians' concerns over issues ranging from corruption and public safety to religious freedom.

These commitments are clearly spelt out in Barisan's manifesto, which covers 17 areas of focus, explaining what the Government has done so far and what it wants to achieve in the next five years.

In the fight against corruption, it plans to introduce measures to further curb graft, strengthen public confidence and improve Malaysia's ranking in anti-corruption perception indexes.

These include the setting up of more special corruption Sessions and High Courts and public disclosure of contracts to enhance transparency in Government procurement.

The manifesto outlined the coalition's commitment to boost police clout with an additional 4,000 personnel a year, expand closed-circuit television (CCTV) monitoring in high traffic public areas such as car parks, recreational areas, night markets and schools.

There are also plans to upgrade the welfare, professionalism and capability of the police, the Armed Forces and the Malaysian Maritime Enforcement Agency.

The manifesto also pledges to employ a fairer mix of all races in the civil service, from frontline counter staff to government-link companies (GLCs), to provide better and more efficient services.

More 1Malaysia daycare centres would be set up over the next five years in government offices and GLCs, a move aimed at increasing the number of women involved in nation building.

The manifesto also detailed Barisan's commitment to quality education. Among others, it pledged to expand pre-school education to cover all types of schools, provide free wireless Internet access at all public universities and introduce a laptop ownership scheme for schools.


GE13: Barisan manifesto outlines compelling plan to improve quality of life



KUALA LUMPUR: A “people first” action plan to improve the quality of life of all Malaysians in the next five years that, in essence, is the Barisan Nasional manifesto entitled A Promise of Hope.

Unlike previous manifestos which provided a broad overview of the coalition's policies, the new blueprint focuses on compelling but practical pledges to spur economic growth.

The manifesto, said Barisan, would gradually raise the Bantuan Rakyat 1Malaysia payment from RM500 to RM1,200 for households and RM600 for singles annually, and build one million affordable housing units.

Other highlights include the construction of a 2,300km Pan Borneo highway from Sematan near Lundu at the western-most tip of Sarawak to Serudong near Tawau in the east coast of Sabah.

To ensure continuous strong economic growth, the manifesto detailed plans to attract investments of RM1.3tril and create 3.3 million new jobs over the next five years.

Explaining why the electorate of 13.3 million should vote for Barisan, the manifesto said the coalition had a track record of delivering on all its pledges to bring 55 years of undeniable success to the country.

“We will continue to build on this track record now is not the time for risks. Do not experiment with our future,” the manifesto said.

The manifesto said that a strong government was needed for natio-nal transformation to continue to make Malaysia a fully developed and high-income nation.

To address the escalating cost of living, Barisan would introduce a range of measures to allow the people greater access to affordable goods and services ranging from essential items, Internet broadband, healthcare and education.

The manifesto also offers initiatives to make it easier for the people to buy houses, such as through a new lease and own scheme for government housing projects and to help the poor and low-income group to rehabilitate their homes.

With 70% of Malaysians now living in urban areas, a new ministry will be set up to handle urban affairs and to address public transportation and expand the Rapid bus system to every state capital, complete with facilities for the aged and the disabled.

For better road infrastructure, the manifesto pledged to ensure rapid expansion of the North-South Expressway with more lanes and exit points.

The Prime Minister is still going after the Chinese vote because he wants them to come along with him on his 1Malaysia journey.


DATUK Seri Najib Tun Razak’s schedule has been so jam-packed over the last few months that when he had a makan outing with his family last weekend, it made news in all the media.

Their presence at an outlet known for Penang hawker food caused such a stir that the Prime Minister spent more time shaking hands with well-wishers and posing for photographs than on the food. It will be a while more before he can enjoy time off with his family because his schedule is about to get super busy.

The long wait is over. Parliament has been dissolved, the state legislative assemblies have followed suit and it is all systems go from here. The stage is set for GE13, the most awaited and what many expect to be the most intensely fought general election in the country’s history.

“This is not going to be a simple contest. It is like a war this time. The other side has resources, it is hungry for power and cannot be underestimated,” said MCA central committee member and lawyer Datuk Ti Lian Ker.

The dissolution of Parliament took place on the date Najib was sworn in as Prime Minister four years ago. It was a timely reminder of his arduous journey to put his party and coalition back on its feet after the 2008 debacle, the policies and reforms he has initiated and the direction that he intends to take this country.

Najib’s schedule has been so hectic that he has shed most of his excess weight. When he posed for photographs with some senior editors in his office on Friday, he was the slimmest person among them.

His paunch is gone, he looks fit and is in great shape. He has lost 6kg over the last couple of months and during the formal photo shoot, his suit needed to be pinned up at the back.

His national standing is also looking good. His approval rating is at an all-time high and climbing. His report card is on the table for all to assess. The momentum is with him and he wants everyone to come along with his 1Malaysia vision.

But he is not complacent and tells everyone that he is “cautiously optimistic”.

One reason is the Chinese vote – they are still floating out there. The Chinese say they like Najib but they still think they want to put Umno in its place.

But he has not given up trying to win them over even now as he is approaching the eleventh hour.

Last week, he met up with a delegation from Dong Zong, the Chinese education body that wields a lot of influence over the Chinese. He gave them his word that his administration is seriously looking into their request for the United Examination Certificate (UEC) to be recognised by the Government. The UEC issue has been a long standing thorn of contention and it does look like the matter is about to be resolved.

Last month, Najib hosted a fund-raiser for the Chong Hwa High School in Kuantan alongside no less than well-known movie star Jacky Chan. It was probably one of the most well-attended fund-raisers in history. A total of RM13.5mil was raised for the Chinese school and those there could not stop talking about the actor’s natural charm and charisma.

But more than that, it was Najib’s way of saying that he knows the premium the Chinese place on education, that he is not the sort to make empty promises, and that he can put the money where the mouth is.

He is also taken very seriously by the Beijing government, a fact that has been demonstrated by China’s commitment to the Kuantan Industrial Park and the Xiamen University campus in Sepang, Selangor. He has made great efforts to establish his credentials as a leader who understands the significance of China in the Malaysia scheme of things.

Najib rarely gives interviews to newspapers these days but last week, he granted Sin Chew Daily an exclusive interview. A day before the interview, he tweeted about how he was looking forward to it.

During the Chinese New Year, he and his son Nor Ashman, or Ji Ping as he was known among his classmates when studying Mandarin in Beijing, greeted listeners in Mandarin.

The drive for the Chinese vote was recently given an added push by no less than Tun Daim Zainuddin himself. The former Finance Minister gave lengthy interviews to China Press and Sin Chew a week ago and which were splashed on their front pages over two days.

Strong impact

Daim’s hair has grown snowy white and there is also less of it; he has aged yet there is an ageless quality about him.

He is a very fit 75-year-old but he told his interviewers he is too old to go out and campaign for Barisan Nasional. There was no need for him to do so; the interviews were as good as him going round the country given its impact on the Chinese as well as the business sector.

Daim, as everyone knows, correctly predicted the fall of Kedah, Penang and Selangor before the last election. As a result, the Chinese media have come to regard him as some kind of political oracle.

The multi-millionaire politician met the China Press at his office wearing sandals and one of his trademark cotton batik shirts that looked faded around the shoulders. The only expensive-looking item on him was his wristwatch.

Daim made it clear at the start that Najib is the better candidate for Prime Minister. He said Najib has put the country in the right economic direction.

He said he wants Najib to win because he does not think Datuk Seri Anwar Ibrahim is the right candidate to be prime minister. He asked his audience to give Najib the mandate, give him a chance and test him for five years.

Daim has been spending quite a bit of time abroad but he has obviously kept his ears close to the Chinese ground. He wondered aloud about why the Chinese seemed so emotional about the politics of the country. He said the Malay and Indian votes have returned to Barisan but he could not understand why the Chinese still wanted to try out Pakatan Rakyat.

“Look at Kedah, Kelantan and Selangor – and you still want to try? Even in Penang, Lim Guan Eng is always blaming his pre­decessor. Five years should be enough, another five years could result in disaster. The world economy is in a crisis, this is not the time to pick the wrong people to lead the country,” he said.

He noted that the Chinese are such astute people yet they did not seem to care that the Pakatan parties quarrelled non-stop and blamed the last government for everything and that Selangor could not even handle the water crisis.

He said he could not understand why DAP is still cooperating with PAS despite the latter’s goal of implementing hudud law.

Basically, Daim is saying that he is not impressed by Pakatan’s track record in the four states that they now govern. He is not convinced that Pakatan is ready to run the country. His take is that these people should have concentrated on doing a good job as a state government instead of trying to run before they can even walk.

He also did not think Anwar knows much about the economy.

“He is the economic advisor of Selangor but he cannot solve Selangor’s problems. If he is so good, why has he not been made economic advisor to Kedah, Penang and Kelantan?” he noted.

Like many political observers, he also thinks that it is time Lim Kit Siang retires rather than run from seat to seat.

“DAP talks about ‘Ubah’. They should show us new faces and not Kit Siang all the time. Kit Siang is 70-plus, he should retire like me,” he said.

This time around, Daim is predicting that Kedah and Selangor are in danger of falling and that Barisan has a good chance of holding on to Perak. He is confident Barisan will continue to form the federal government.

Najib actually has three prominent Tuns rooting for him. Apart from Tun Daim, Tun Dr Mahathir Mohamad and Tun Abdullah Ahmad Badawi have been on his side from day one although in different ways.

Abdullah’s support has been implicit and uncompromising. Dr Mahathir is not only 100% in support of Najib but is also actively campaigning to ensure that Najib wins well.

Right from the start, Pakatan leaders knew he would be tougher to take on than Abdullah. But they did not figure that it would be this tough. His preparations for his first general election as Prime Minister has been in stark contrast to that of his predecessor.

Najib is an intelligent, experienced and meticulous politician. He has been on uncharted terrain over the last few years and he has had to put his heart and soul into his work to be able to arrive to this stage.

The crowds everywhere he goes have been getting bigger and many of them go ga-ga at the sight of him. His most special quality today is that his appeal cuts across race and that is a major achievement in Malaysian politics.

This general election will be about which side can better deliver and deserves to be the government. But as MCA’s Ti pointed out, the GE13 will also be about voting for who will make the better Prime Minister.

“I drive home this point whenever I go on the ground,” said Ti who is from the Prime Minister’s home state.

Ti is confident that people will agree Najib is up there on this count, a first among equals.

As for Najib, he is hopeful that the momentum will grow into a winning streak.

Prime Minister Datuk Seri Najib Tun Razak on Saturday unveiled a people-centric Barisan Nasional manifesto focusing on an action plan to raise the quality of life of all Malaysians in the next five years.

Unlike previous manifestos which provided a broad overview of the coalition's policies, the new manifesto themed “A Promise of Hope” offers focused, compelling and concrete pledges that will also spur the country's economic growth.

Over the next five years, Barisan will, among others gradually raise the Bantuan Rakyat 1Malaysia (BR1M) payment from RM500 to RM1,200 for households and RM600 for singles which will be maintained on an annual basis and to build 1 million units of affordable homes.

Other highlights include the construction of a 2,300km Pan Borneo highway stretching from Sematan near Lundu located at the western most tip of Sarawak to Serudong near Tawau in the east coast of Sabah.

To ensure continuous strong economic growth, the manifesto has outlined detailed plans to attract RM1.3 trillion worth of investments and to create 3.3 million new jobs over the next five years.

In explaining why the country's 13.3 million voters should stick to Barisan, the manifesto presented the coalition as one that has a track record on delivering all its pledges to bring 55 years of undeniable success to the country.

The manifesto argued that Malaysia needed a strong government to safeguard its achievements and one that was capable of delivering the national transformation agenda towards achieving a fully developed high income nation.

The manifestio also pointed out that Barisan practiced an effective power sharing formula and abhorred the politics of hatred and division, and that it was committed to sharing the people's hopes and aspirations.

To address an escalating cost of living faced by many Malaysians especially in urban areas, Barisan would introduce a range of measures that would allow the people greater access to affordable goods and services ranging from essential goods, internet broadband, healthcare and education.

To ensure a steady supply of affordable housing, the manifesto offers initiatives to make it easier for the people to own homes, such as through a new lease and own scheme for government housing projects, and to assist poor and low income home owners to rehabilitate their houses.

With 70% of Malaysians now living in urban areas, a new ministry will be set up to handle urban affairs and to address public transportation, expand the Rapid bus system to every state capital, complete with facilities for the aged and the disabled.

To improve access to quality health services, new measures will be introduced, including the setting up of heart and cancer centres in major hospitals nationwide, and the introduction of a support system for the home care of the aged and terminally ill.

To provide the people with better road infrastructure, the manifesto pledged to ensure rapid expansion of the North-South Expressway with more lanes and exit points.

The manifesto also contains commitments to help preserve the country's natural resources, including more financial incentives to commercial and private premises which invest in renewable green energy resources such as biomass and solar.

On the international front, Barisan will continue to pursue a foreign policy that mirrors the country's image as a moderate and progressive Muslim country.

Among others, the manifesto said that a Barisan government will vie for a non-permanent seat on the United Nations Security Council to play a more prominent role in regional peace and international security through the policy of moderation.

3hb April, 2013 Pembubaran Parlimen Malaysia. Genap empat tahun YAB Dato Sri Najib Tun Razak memimpin Malaysia.

Assalamualaikum Warahmatullahi  Wabarakatuh,
Salam  Sejahtera dan   Salam 1 Malaysia

Rakyat Malaysia yang dikasihi,

1. Pertama-tamanya marilah kita memanjatkan rasa syukur ke hadrat Allah SWT kerana dengan izin dan rahmatnya saya, Timbalan Perdana Menteri dan anggota jemaah menteri dapat bersama-sama secara langsung dengan Tuan-tuan dan Puan-puan sekalian pada pagi ini.

2. Saya ingin memaklumkan kepada rakyat Malaysia bahawa pada pagi ini saya telah pun menghadap Seri Paduka Baginda Yang DiPertuan Agong dan menyembah warkah kepada Baginda memohon perkenan supaya Parlimen ke-12 dibubarkan pada hari ini Rabu, 3 April 2013. Sehubungan dengan itu selaras dengan peruntukan Perlembagaan Persekutuan baginda telah pun memperkenankan bagi Parlimen Ke-12 dibubarkan berkuat kuasa hari ini.  

3. Sehubungan dengan itu saya menasihatkan kepada ketua-ketua kerajaan negeri yang berkenaan untuk menghadap Ketua-ketua Negeri mereka bagi mendapat perkenan pembubaran Dewan Undangan Negeri masing-masing agar pilihan raya umum dapat diselaraskan secara serentak di seluruh negara.

Rakyat Malaysia yang dikasihi,

4. Hari ini, 4 tahun yang lalu, pada tanggal 3 April 2009, saya telah pun mengangkat sumpah untuk memikul amanah serta tanggungjawab sebagai Perdana Menteri negara Malaysia yang tercinta. Dalam tempoh tersebut saya bersama-sama Timbalan Perdana Menteri, anggota Jemaah Menteri dan anggota-anggota pentadbiran yang lain telah dengan segala ikhtiar serta upaya mencetus dan melaksanakan perubahan dan pembaharuan berpaksikan kepada Falsafah 1Malaysia, Rakyat Didahulukan, Pencapaian Diutamakan serta dipandu oleh Dasar Transformasi Nasional.

5. Dalam tempoh empat tahun yang lepas rakyat Malaysia telah dapat mengalami dan menyaksikan sendiri bagaimana fasa perancangan Prakarsa Transformasi Nasional yang melibatkan Program Transformasi Kerajaan, Ekonomi, Politik dan Sosial telah dilaksanakan seterusnya membuahkan hasil dalam meningkatkan kesejahteraan hidup mereka dan kemakmuran negara.

6. Kerajaan yang ada pada hari ini ialah kerajaan yang bertanggungjawab, kerajaan ini ialah kerajaan yang meletakkan kepentingan tuan-tuan dan puan-puan rakyat Malaysia di atas segala-galanya. Kami merupakan kerajaan yang apabila berjanji menepati janji, kami merupakan kerajaan yang apabila diberi amanah akan menjunjung dan memeliharanya. Bukan sikap kami menanam tebu di bibir. Sesungguhnya bukti komitmen kami mampu dinilai serta diukur daripada prestasi dan “Track record” kami sepanjang empat tahun yang lalu.

7. Pembubaran ini akan membuka laluan kepada bermulanya proses pilihan raya umum bagi kali yang ketiga belas untuk negara semenjak tahun 1959 iaitu apabila kita mula mengadakan pilihan raya umum pertama pasca merdeka.

8. Malaysia ialah sebuah negara yang mengamalkan sistem Demokrasi Berparlimen dan Raja Berperlembagaan sebagai asas pemerintahan. Kuasa mutlak untuk memilih kerajaan berada di tangan rakyat.

9. Sejarah telah menunjukkan bahawa kebugaran demokrasi Malaysia telah berjaya menyediakan asas yang subur untuk kestabilan dan kemakmuran nasional yang telah dinikmati warganegara ini selama lebih lima dekad.

10. Amalan demokrasi di Malaysia kekal dan berjaya kerana walaupun bersifat sengit dan amat berdaya saing namun pada akhirnya ia berjaya kerana semua pihak menghormati proses dan keputusannya.

11. Saya ingin menyeru agar tradisi ini diteruskan demi kesejahteraan rakyat dan kestabilan nasional. Semua parti politik yang memilih untuk terlibat di dalam proses pilihan raya kali ini perlulah bertanggungjawab. Janganlah kerana tidak yakin dengan sokongan rakyat terhadap parti masing-masing maka ada pihak yang cuba menyemai racun syak wasangka dan seterusnya merosakkan kepercayaan kepada integriti proses pilihan raya yang bakal diadakan.

12. Insaflah dan ambillah iktibar dari apa yang telah berlaku di negara-negara lain di mana taktik ini telah cuba diguna pakai. Kesan akhirnya proses dan keputusan pilihan raya di negara-negara tersebut tidak lagi diyakini dan mana-mana kerajaan yang dipilih termasuk dari parti yang mengamalkan taktik tersebut telah ditolak rakyat. Negara akhirnya menjadi tidak stabil, pelabur hilang keyakinan, kemakmuran nasional merudum dan akhirnya rakyat menderita.    

13. Sejarah selama ini telah membuktikan bahawa di Malaysia semenjak merdeka lagi proses pilihan raya yang diadakan bersifat berwibawa, adil dan telus. Kerajaan yang telah dipilih hasil pilihan raya umum sama ada di peringkat persekutuan mahupun di peringkat negeri ialah kerajaan yang mendapat sokongan serta keyakinan majoriti rakyat sesuai dengan amalan demokrasi sarwajagat.

14. Amalan demokrasi sebagai teras pemerintahan merupakan mekanisme terbaik yang pernah dicipta manusia. Hakikatnya perbezaan pendapat, idea dan pandangan bukannya penyebab malapetaka atau punca perpecahan malah jika ditangani dan diurus secara baik sejarah telah menunjukkan ia mampu mendatangkan rahmat yang akan membahagiakan rakyat dan memajukan negara.

15. Marilah kita sama ada parti kerajaan mahupun parti pembangkang memberikan komitmen untuk memelihara keutuhan proses demokrasi dan menghormati keputusan yang akan dibuat oleh rakyat. Marilah kita sama-sama berdoa agar pilihan raya ini akan berjalan dengan lancar, aman dan selamat.

16. Saya ingin memberi jaminan bahawa kerajaan yang ada akan meneruskan tugas dan tanggungjawabnya sesuai dengan prinsip keluhuran perlembagaan dan kedaulatan undang-undang sehingga selesai proses pilihan raya.

17. Saya juga ingin menyeru di samping memberi jaminan kepada semua rakyat Malaysia serta parti politik yang terlibat, bahawa jika berlaku sebarang peralihan kuasa sama ada di peringkat persekutuan mahupun di peringkat negeri ia akan dan perlu berlangsung secara aman dan tertib. Inilah iltizam kita dalam menjunjung prinsip demokrasi, inilah tekad kita dalam menggerakkan transformasi politik, inilah komitmen kita dalam menghormati suara dan mendahulukan kepentingan rakyat.

18. Kepada semua rakyat Malaysia terutamanya yang tinggal di Pantai Timur Sabah janganlah bimbang dan takut. Laksana dan tunaikanlah tanggungjawab tuan-tuan dan puan-puan sebagai warganegara Malaysia, pihak keselamatan negara akan menjalankan tugas mereka untuk memastikan persekitaran yang selamat untuk tuan-tuan dan puan-puan sekalian.

19. Setiap undi tuan-tuan dan puan-puan adalah penting, jangan bazirkan ia, janganlah dipertaruhkan masa depan anak-anak dan negara Malaysia.  Fikir dan renungkanlah dengan sebaik-baiknya sebelum membuat keputusan, ini kerana undi saudara dan saudari akan menentukan bukan sahaja hala tuju negara dan negeri tetapi juga untung nasib anak cucu kita semua.

20. Dalam pilihan raya ini tuan-tuan dan puan-puan bukan sahaja bertanggungjawab memilih wakil saudara dan saudari bagi setiap kawasan Parlimen dan Dewan Undangan Negeri tetap juga memilih kerajaan yang akan mendukung aspirasi tuan-tuan dan puan-puan.

21. Saya berdiri di sini dengan penuh rasa tawaduk dan terhormat kerana diberi kepercayaan untuk mengkhidmati tuan-tuan dan puan-puan sekalian. Saya dan rakan-rakan amat menghargai dan menjunjung tinggi kepercayaan yang telah diberikan oleh rakyat dan akan memberikan yang terbaik demi untuk Malaysia dan warganya.

22. Di sini saya selaku Ketua Kerajaan Barisan Nasional ingin merakamkan rasa penghargaan dan ucapan kasih kepada rakyat Malaysia kerana telah memberi kepercayaan kepada kami Kerajaan Barisan Nasional untuk menerajui kepimpinan negara semenjak lima tahun yang lepas. Mulai hari ini saya dan rakan-rakan kepimpinan BN akan turun dan bertemu rakyat di seluruh pelosok negara bagi meyakinkan warga Malaysia kenapa kami BN perlu diberi peluang kembali untuk membentuk kerajaan dengan majoriti yang kukuh.

23. Kami akan menggunakan mandat kukuh yang diberi,  Insyaallah untuk melipatgandakan lagi usaha bagi melakar masa depan yang lebih baik, yang lebih bermakna, yang lebih sejahtera untuk saudara dan saudari serta anak cucu kita semua. Ayuh teruskan perjalanan kebangsaan untuk mencapai wawasan nasional ke arah Malaysia yang maju dan berpendapatan tinggi. Ingatlah pencapaiannya bukan secara automatik ia memerlukan kita melipatgandakan usaha dan meneruskan kesinambungan kejayaan yang ada.

24. Marilah kita bersama-sama berganding bahu, berpimpin untuk menjadikan impian ini sebuah realiti, Malaysia yang maju, makmur dan selamat, penuh dengan peluang serta sarat harapan bagi semua. Demi Malaysia, usaha bakti kita curah, kepada Tuhan kita berserah.
